The initiative aims to bring clarity, structure, and accountability to short-term business activities such as pop-ups, events, and promotional activations while strengthening consumer protection and ensuring consistent regulatory oversight.

Requires an existing ADGM or onshore license
Needs landlord approval or a no-objection letter
Available for 1 week, 3, 6, or 12 months
Non-renewable; a new permit or full license is required after expiry
2. Temporary Activity Permit
For events, entertainment, photography sessions, and speaking engagements.
Events and entertainment: 1–3 months
Photography: 1 day–1 month
Speaker: 1 month
Applicants must have an ADGM or onshore license, or a Temporary Commercial Permit
3. Sales and Promotions Permit
For marketing and promotional campaigns such as product launches, prize draws, and discounts.
Duration: typically 1 month, up to 3 or 12 months depending on activity
