ADGM’s Proposed New Rules for Temporary Business Permits

The Abu Dhabi Global Market (ADGM), through its Registration Authority (RA), has released Consultation Paper No. 11 of 2025, proposing a new framework for Temporary Business Permits. The initiative aims to bring clarity, structure, and accountability to short-term business activities such as pop-ups, events, and promotional activations while strengthening consumer protection and ensuring consistent regulatory oversight.  

Why These New Rules Matter

The proposal aims to simplify how businesses apply for and operate with temporary permits, making the process more predictable and transparent.

It encourages innovation while ensuring that short-term activities are conducted responsibly, with clear rules and documentation to protect both businesses and consumers.

The Three Types of Temporary Permits

The proposed framework is organized into three key categories, each catering to different business needs.

1. Temporary Commercial Permit

For short-term business operations within ADGM, valid for up to 12 months.

  • Requires an existing ADGM or onshore license

  • Needs landlord approval or a no-objection letter

  • Available for 1 week, 3, 6, or 12 months

  • Non-renewable; a new permit or full license is required after expiry

2. Temporary Activity Permit

For events, entertainment, photography sessions, and speaking engagements.

  • Events and entertainment: 1–3 months

  • Photography: 1 day–1 month

  • Speaker: 1 month

  • Applicants must have an ADGM or onshore license, or a Temporary Commercial Permit

3. Sales and Promotions Permit

For marketing and promotional campaigns such as product launches, prize draws, and discounts.

  • Duration: typically 1 month, up to 3 or 12 months depending on activity

  • Non-renewable

The Proposed Fee Structure

ADGM’s proposal includes a transparent, standardized fee model to make budgeting easier for applicants.

This transparent fee approach ensures predictability and fairness for all applicants.
