The Abu Dhabi Global Market (ADGM) Registration Authority (RA) has officially enacted the Administrative Regulations 2025, marking one of the most significant reforms to its enforcement, contravention, and supervisory framework.
The new regime introduces a unified, transparent, and fair system designed to strengthen procedural consistency across all ADGM commercial legislation. With enhanced powers, a two-tier contravention model, and new intervention mechanisms, the framework elevates the RA’s capacity to uphold integrity and accountability within the ADGM ecosystem.

Key Highlights:
Two-Tier Contravention System
Tier 1: Minor offences subject to simplified procedures and fines up to USD 2,000.
Tier 2: Serious contraventions involving formal notice procedures, broader enforcement actions, and fines up to USD 54 million.
Strengthened Investigative Powers
The RA can now appoint Investigators or Skilled Persons, compel interviews, demand documents, and inspect business premises.
It can also seek court-ordered warrants, injunctions, and appointment of managers where necessary.
Obstructing investigations or providing false information is classified as a Tier 2 Contravention.
Swift Enforcement Mechanisms
Supervisory Powers: Allow the RA to issue Supervisory Notices to vary or impose conditions on licenses immediately.
Exceptional Powers: Exclusive to the CEO, enabling suspension, restriction, or cancellation of licenses in urgent or high-risk situations.
Formalized Resolution and Settlement Process
Introduction of legally binding Settlement Agreements and Enforceable Undertakings to resolve matters efficiently.
Consent and Settlement processes promote cooperation and faster resolutions while maintaining procedural fairness.
Expanded Enforcement Toolkit
The RA can now deploy multiple actions under Part 8, including:
License suspension or cancellation
Prohibition and disqualification orders
Public or private censure
Striking off from public registers
Fines under a new nine-level scale
Judicial Oversight and Transparency
All decisions are subject to judicial review by the ADGM Courts within 30 days.
This ensures independent oversight and accountability in all enforcement actions.
